He graduated from the Faculty of Management and Microeconomics at Ivane Javakhishvili Tbilisi State University in 2004. He has 20 years of experience working for the Revenue Service of the Ministry of Finance. From 2006 to 2008, he held the positions of Inspector, Chief Inspector and Inspector-Investigator in various units of the Revenue Service. From 2008 to 2010, he headed the Airport Division of the Customs Processing Operations Directorate at the Tbilisi Regional Centre (Tax Inspectorate), the Nadzaladevi Division of the Customs Processing Operations and Customs Control Directorate at the same centre, and the Customs Processing Operations Directorate at the Poti Regional Centre. From 2010 to 2012, he headed the Sarpi Customs Checkpoint at the Batumi Regional Centre and the Western Portal–Sarpi Main Directorate of the Economic Border Protection Department. From 2012 to 2019, he headed the Tbilisi and Batumi Customs Clearance Economic Zones within the Customs Department. He served as Deputy Head of the Customs Department from 2019 until 16 September 2026. He has been Head of the Customs Department since 16 September 2026.
